Civic issues
Topics getting the most attention in Ceres public meetings, ranked by how frequently they come up.
Hackett Road subdivision delayed by interest rates
The developer of the Hackett Road subdivision map says high borrowing costs mean the project doesn't pencil out, so the city granted a two-year extension — plus a condition locking in the street name Inderjeet Court in case the land sells to another builder.
Planning Commission stipends
The Planning Commission itself voted 3-2 to switch from an $80 monthly stipend to $40 per meeting attended. The council leaned toward supporting that change, with a formal report to come back later.
District Representation Concern
A resident complained that with four districts and an absent Vice Mayor, parts of the city — including downtown — had no voice on tonight's votes, and asked for two at-large seats.
School District Facility Sharing Agreement
A new credit-based deal with the school district replaces the old lopsided agreement and lets the city bring back summer aquatics and Hoopsters programs.
Right-of-Way Landscaping Contract
A $129,720 contract with local firm Elite Maintenance & Tree Service covers landscaping in the LLD and CFD districts; Otero wants sprinkler monitoring added so plants don't die and sidewalks don't buckle.
Facility and event fee waivers
Councilmember Otero proposed waiving fees for facilities and events, but the council didn't reach consensus, so the idea stalls.
Mayor's Referrals Package
Five Lopez referrals — arts commission, Save Our Roads, Parks for All, homebuyer assistance, and town halls — all advanced with consensus, though the city manager acknowledged a backlog of 26 referrals awaiting staff reports.
Ceres Cemetery Protection
Casey's referral on K-rails to stop cars crashing into the cemetery fence got a split response; staff already met with cemetery officials, and the council wants a report on liability.
Planning Commission Guidelines Referral
Councilmember Casey wanted the council to either enforce or change Planning Commission rules on attendance, student seats, and district representation. The council split 2-2 and gave no consensus, so the referral dies for now.
Youth Sports Donations
The council gave $1,000 each to Ceres Pups Wrestling and Ceres Jr. Bulldogs Youth Football & Cheer, both 3-1 votes with Casey opposed.
Abandoned Vehicle Abatement Vehicle Purchase
A new enforcement vehicle with license plate reader technology was tabled until the city meets and confers with the union about contracting out fleet maintenance work.
Cemetery fence crashes from Whitmore overpass
Casey reported vehicles crash through the cemetery fence two or three times a year due to the overpass design and asked the city to consider installing K-rails before burials reach that area.
