Civic issues
Topics getting the most attention in Ceres public meetings, ranked by how frequently they come up.
River Road Water System Emergency
The River Road Mutual Water Company's only well failed October 16, leaving eight households without reliable water. The city declared an emergency, waived a hydrant meter deposit for water deliveries, and authorized a backup emergency connection to city water — while pursuing state funding so homeowners aren't stuck with the full bill.
Fiscal Year 2027 Budget Cuts and Service Reductions
The city is looking at a $2.4 million general fund deficit even after $3.2 million in cuts, with reserves down to 6.6% of spending — less than one month of operations versus an 18% target. Pension costs jumped 22% and the Modesto fire contract is up $1.5 million and still being negotiated. More cuts and decisions come at the May 11 and June 8 meetings.
One-cent sales tax ballot measure
The council voted to let Ceres voters decide in November on a 1¢ sales tax projected to raise $9.4 million a year for public safety and essential services. Supporters (police and fire unions) say services are being cut without it; opponents say it's a general tax with a misleading 911 title and hits working-class families hardest.
Copper Trails Specific Plan and Annexation
The council adopted pre-zoning for the Copper Trails Specific Plan area, a major long-term growth area in unincorporated Stanislaus County with a 10-30 year build-out. Critics said the city doesn't need the land to meet state housing requirements and that infrastructure like the Service Road overpass isn't ready.
