Civic issues
Topics getting the most attention in Ceres public meetings, ranked by how frequently they come up.
Service Road Bridge Replacement and Load Limits
The aging bridge over the Ceres Main Canal got load restrictions (14 tons single vehicle) and a $537,782 design project funded partly by a $277,000 state grant. Full replacement is likely five to seven years out. Truckers will need alternate routes meanwhile.
Whitmore Avenue railroad crossing agreement
The city is rebuilding Whitmore Avenue to two lanes in each direction from Morgan to Crows Landing, but Union Pacific wants $5-7.5 million for the crossing upgrade, which the city refused — so one lane will remain at the railroad. Bidding could start November or December.
Richland Avenue Reconstruction contract
The council was scheduled to award a $3.16 million construction contract to United Pavement Maintenance for rebuilding Richland Avenue. This is one of the city's bigger street projects of the year.
Obscured Stop Sign at Hackett Road and Central Avenue
A 40-year Hackett Road resident warned that an overgrown tree nearly hides a stop sign at a dangerous intersection, and another resident said city employees who drive the city daily should be reporting these hazards. The city manager was directed to follow up.
Hatch Road Widening Project Launch
Ceres won $480,000 to design widening Hatch Road from Mitchell to Faith Home, combined with the water transmission main to save money. Construction (~$9 million) still needs future grant funding.
Crows Landing Road rehabilitation
The council added $100,000 to the engineering contract for the Crows Landing Road rehab project, keeping the road work on track.
Speed limit study
Otero's push to cut speed limits by 5 MPH on Eastgate, Boothe, and Moffet roads failed over sign costs of $1,500-$2,000 each and doubts that lower limits change driver behavior.
Citywide Traffic Signal Modernization
Nearly $2 million in Measure L money will replace outdated detection at all 39 signalized intersections, synchronize lights on major corridors, and add 20 public safety cameras — with privacy safeguards limiting recording access to police.
Speed Limits on Eastgate, Boothe and Moffet Roads
Otero's push to cut speed limits by 5 MPH on Eastgate, Boothe, and Moffet roads failed over sign costs of $1,500-$2,000 each and doubts that lower limits change driver behavior.
StanRTA Transit Operations Facility Grant Support
StanRTA presented its transit plan update: Ceres routes stay essentially unchanged, a satellite hub at the Ceres Walmart is planned, and a new headquarters facility opens in fall 2029.
