Copper Trails pre-zoning

Questioned whether Ceres needs Copper Trails at all, citing LAFCO's earlier letter that the city is at about 110% of the land needed for its state housing requirement, and said the city can't afford another financial burden.

Asked about the build-out timeline (10-30 years, market-driven) and said the project is premature: unfinished apartments on Whitmore, an approved east-side project, no improved Service Road overpass, and millions in unknown infrastructure costs.
